The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

nothing works

my game will start the loading process then crash to a black screen. I'll restart the game and it will load but when I try to go on duty, nothing works. any suggestions? I've unistalled and reinstalled everything numerous times.

Can you be more specific about nothing works?  What happens when you press F4?  Do you see the police station icons on the map?

I see police icons but once I go on duty, no call outs, the radio doesn't work, nothing at all

When you're on duty and press X on the keyboard, does a callout come through?

When the game is closed, launch Rage as if you're going to play.  When the Rage logo appears, click the icon in the lower left of the logo and the Rage settings will come up.  Check the boxes "force directx11" and "forced windowed mode", then launch the game.  This might fix your issue.

it said there was an exception occurring for the trainer and for scripthook

it said there was an exception occurring for the trainer and for scripthook also the display  seemed to run off of the screen

Okay then, go back in and uncheck these options.  Since it didn't work, I'm thinking you might have an installation error either with LSPDFR or Rage.  Try reinstalling both.

I just tried both. the loading screen went to a bordered black window with the background music playing and it never loaded
