I installed callouts and police smart radio with traffic policer and when i go on duty none of the plugins loadup but i think i installed them correctly gta 5>plugins>lspdfr and install them there and i also cant pull over a car when i press shift

I don't mean to insult your intelligence, but are you positive that you're actually on duty as a police officer?

Yea because dont you enter a police station press e then pick a police officer then a police car then start working ya thats when the plugins load but now its not loading

Yes, you enter it and go to the locker room.  Take a screenshot of your plugins folder and LSPDFR folder within plugins.

It should be Grand Theft Auto V-->Plugins-->LSPDFR.  Delete the other plugins folder.

i deleted the plugin folder and i took a screenshot of my gta 5 root directory

I did and everything is great now but i cant pullover a car i dont know why but everything else is working

If everything else is working fine, I assume that should be working as well.  Make sure you're right behind the vehicle and press left shift, not right.  Do you hear a noise and see the red blip on the map?

I have no more space but i actually see a red dot on the map but i turn on my sirens and nothing happends

If you see the red dot, that means it's working.  Are you using ELS?

Make sure you're on stage 3 lighting, full ELS lights.  It does not work on stage 1 or 2.

i am on stage 3 and sirens only work on stage 3 so i am on stage 3

Your screenshot does not offer any help for your situation.  When you blip them and turn on your lights, what happens exactly?

i go behind the car turn  on my sirens and i press shift but nothing pops up like u signaled the car to stop i just see a red dot on the map and i try to press shift but nothing happens and i am on stage 3 with my sirens on in front of the car

Press shift first, then turn on the lights.
