The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I have GTA V of v1180 and that's why I can't get latest RAGE Plugin installed on it. How can I get version that is compatible with v1180?  (Downgraded versions are not available any more on www.ragepluginhook.net)

They aren't available on the Rage site because the Rage developers do not offer any support for outdated versions. Redistributing old versions of Rage is against the RPH's terms of use, so your only option would be to upgrade GTA or try and recover your old Rage.
