ELS Lights Not Bright

I've had ELS installed for awhile, and after the latest GTA V update ELS lights are not working properly.

What I have tried so far:

1. I confirmed all my settings are still set for Very High and Ultra

2. I have gone into the visual settings and set the appropriate emissive bits night and day on to 6000+.

3. I reinstalled ELS and reinstalled Scripthook.

4. I installed a newer car model to test it; same issues.

5. I installed Radiance V settings; no changes occurred.

 

What I can do:

1. Buttons function like they should for ELS, Lights turn on with the button push, siren works.

2. Some cars when I step out of them the lights brighten like I want, yet some stay dim even after getting out of them and walking away from them.

I forgot to Add that in OPEN IV I uninstalled and re-installed the ASI Loader, and OpenIV.ASI. I then reset the computer. Same issue occurs. I've looked in a lot of the forums in this topic and tried everything I seen so far.
