lighting help

I am new to this and i am running into a weird problem. I am trying to use this vehicle.

I followed the installation and am using it in the sheriff slot. the vehicle works great, the problem I am having is the lights are all blue. I used the red and blue ELS file, but no matter what livery is used or what I try the lights are all blue. At night the lights that you see on buildings or around the vehicle are red when they are activated. The only thing I did differently was replace this vehicle over the charger from this pack. The Tahoe from this pack has red and blues. I am not sure if it matters but i am using BradM's texture pack as well.

Edit: Sorry as soon as I posted this i remembered extra files in the ELS folder and i forgot to change them in the ytd.
