The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

i think its something to do with the find a new location with the horn but dont know how to stop this from happening. If anyone could help that would be great. Thanks

Go into your main GTA V directory and open up the ELS INI.  Look for the option "ELSTrafCTRL", change to false and save.
