Is there any rhyme or reason as to what determines the numbers on the hood/trunk of LAPD patrol cars? I am working on textures and trying to figure out what to do as far as the numbers go.

Here's a topic I found with information you might find useful. I was aware that the number on the trunk was the division number - I wasn't sure what the number on the roof was for, but this topic should answer that question.
