Sound Delay with Police Smart Radio Panic Button (And maybe ELS?)

First of all - hi! I've been a watcher of these forums for some time but I've finally just made an account.

I have GTA V (Steam Version) with the latest RPH and advanced hook. I have installed a number of scripts, the following:

• Code 3 callouts 

I did have this a number of months ago and it all worked, however haven't been on GTA for a few months and have just reinstalled. It all seems to be working fine, although with Police Smart Radio, when I press the panic button .. the sounds isn't right. Usually where you would hear the three beeps from the panic button, followed by radio traffic of units responding ... I hear 1 or 2 units advise they're responding, followed by one beep which seems delayed. I've tried reinstalling GTA and reinstalling the plugins a number of times with no joy. I've also ran Albo1125's troubleshooter which finds no errors.

It's worth noting - I did have The Los Santos Metro PD Mega Pack and ELS installed. I've had ELS in the past with other vehicle mods and it worked fine. However I would find the sound was delayed on that as well. The clicking sound when changing between light modes was a second behind, as was the manual siren. When using the horn, manual siren or changing light modes, it would cause a stutter around 40% of the time, just for a second. I have since reinstalled and don't have any vehicle mods, nor do I have ELS installed - however I don't know if the problem may be related as the sound delay seemed the same between the Police Smart Radio panic button & the siren usage on ELS.
