I believe I have watched one too many videos and may have installed files that do not need to be there. My GTA works and runs fine but my RAGEPlugin refuses to load. I will get the spinner next to my cursor indicating it loads but no further progress then that.

I managed to get it all working by forcing 11x on startup, I have to select LCPDFR as well for loaded plugins and I have to be forced window mode. Quite annoying but I am dealing with it.

I have the same issue you had. How did you manage to force 11x on startup ? I can't even get to the RAGE menu since mine doesn't load.

You do this in the RagePluginHook settings.  Launch Rage as if you're going to play.  When the Rage logo appears, click the gear icon in the lower left.

The thing is that I can't even launch Rage. When I try that, it starts running on the background for a few seconds and then it closes.
