The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Im looking to have a clean gta and a modded one the clean one for playing online of course, i already modded my current one is there a way i can get a clean copy without deleting all my mods and vehicles etc?

Unfortunately no.  You could just copy your current GTA V folder and paste it somewhere.  Then you have two modded directories.  You can choose which one to start deleting mods out of to make the vanilla directory.
