So i have no idea on how to install the aussie flash pattern i tried already but i messed it up and my game would always crash, i  managed to fix that but im not sure how to install it any help would be great

Just to let you know, that file is mainly meant for vehicle developers, not modders.  You can see how the file gives you an option to change the carcols and create a specific setting for it.  I don't think the file is going to work for you if all you're doing is trying to change your patterns.

Oh okie thanks and also this car 

 for me doesnt have working lights or sirens and it has a radio like a normal car?

That model is ELS enabled.  Make sure you have ELS installed.

the file works for users, but any file that requires aussie flash patterns has the latest version included anyway.
