I also have the exact problem: both  'J' and 'Q' keys are set to the light stage activation.
My ELS.ini also does not have the key binding with 81 on it. How to solve this problem?

    Moreover, I found that by pressing the 'X' key can toggle the blackout mode (BKT) in els police car. I haven't touch the default ELS.ini so the BKT '\' can still work.
    The 'X' corresponds to code:88 in ELS and there is no 88 in ELS.ini control section, same as the 'Q' key light issue.
    Why ELS's key binding starts to overlap while nothing is changed in the ELS.ini file?
    Anyone has this problem too?
