Whenever I approach someone to apprehend them, I press and hold E but nothing happens. I tried changing my keys to see if it was a keybinding issue but that didn't work either. Do I need to reinstall or is there another key I need to use or something?

This is a bug with LSPDFR.  Sometimes just holding E works, other times it breaks.  What will always work is pointing a weapon at them and holding E.  A flashlight also works if you don't want to have them at gun point.

Are you sure you're on duty? and are you close enough to them?

yes and yes but still nothing happens

If you're on duty, aiming at them and holding down E, it should be working just fine.  P;ease attach the Rage log in your main GTA directory.
