Odd issue with Arrest Manager and Felony Back up

I posted something in the download comments under the new felony traffic stop back up plugin, but thought i'd post something here too.  I've never really had any trouble getting plugins to work and just recently got a new PC and did a fresh install.  Everything works, except for an odd thing when I call for a transport using Arrest Manager or when I call for back-up for a felony stop via the Felony Stop plugin.  The back up or transport units spawn a little ways off...and freeze on the map.  I know with the felony back up plugin you have to leave room, which i do.  However the car still spawns and simply does not move.  After a few moments, the felony plugin aborts the backup.  With the transport units, they are freezing on the map in the same way, only after a few moments they warp to my location (sometimes dropping right on my head).  

Am i the only one having this issue?  Does anyone know of a fix?  Did i just do something wrong?  I'll try to post a rage log when I get home from work.
