The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

No idea what that red thing is.  What happens when you press CTRL+P to open the ELS console?

Make sure you have ScriptHookV installed - http://www.dev-c.com/gtav/scripthookv/

 

Also make sure the ELS VCF for the car is in the pack_default folder.
