The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Also, can i add the addon cars to LSPDFR spawn menu? 

And are the addon cars going to spawn when i call for backup? 

If there is any possibility to do that please let me know. :D

1) By the spawn menu, do you mean the LSPDFR police garage?  If that's what you meant, unfortunately not.  However, you can use a trainer or AddonCar Spawner menu to spawn them in.

 

2) Not by default.  You need to go into the backup.xml located in the lspdfr folder in the main GTA V directory.  There, you can edit to add in the standalone cars as backup units.
