The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

when ever I startup GTAV using RPH i get about 2-5 minutes into loading and in the bottom left corner "LSPD First response has crashed" and it spams its self every millisecond. I would put a crash report the game isn't crashing rather shutting down without me telling it
