The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm not sure if this is a feature from LSPDFR+ or regular LSPDFR, but for me it's random.  Sometimes when I ask them out they will walk behind their car, or at least attempt to get out of the way.  Other times they just stand there. You can either use the grab feature from Arrest Manager, or possibly try LSPDFR+ and see if the enhanced traffic stops also includes the ai moving to a more suitable spot when getting out.
