The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You cannot add cars to the LSPDFR vehicle selection.  If you have a trainer, or AddonSpawner, you can spawn them in.  Or you can just use Rage's console, the before mentioned are more for convenience.
