The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Weird, I've personally never gotten this error before. I got possibly 2 solutions.
1. Reinstall ScriptHookV. It seems to be whats causing the issue.

2. Run Albo's Troubleshooter. It could also be a conflicting mod.

3. If all else fails reinstall your GTA V.

 

That's the best possible advice I can give.

Something isn't up to date, most likely SHV.  Delete it and reinstall.
