I was wondering how you added your own liveries to vehicles. I know you have to add the FLAG_HAS_LIVERY but do you have to add that to the meta for every livery?

Are you talking about regular vehicles or police vehicles?  The police vehicles already have that flag in the meta, you do not need to add anything.  Use OpenIV to open the vehicle's YTD file and replace the xxxx_sign_x textures with the ones you want to replace them with.
