The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Your screenshot doesn't provide any information.  When you say can't download, do you mean from the website?  If so, that was a temporary error and should be fixed now.
