The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

As of now, Rage Plugin Hook has vanished with little trace, their twitter has no updates and their website leads nowhere. What happens next? I decided to reinstall GTA V and to reinstall LSPDFR today, as usual, whenever I went to update my rage plugin hook, I was met with their website being down showing me as a 403 - Unauthorized Access. What now? Am I unable to play LSPDFR or has there been a fix for this? After some research, I have found nothing and therefore resulted in posting here.

If you check their website, it says "We'll be back soon".  You'll just have to hang in there and wait.
