It's roleplay.  Steve is using the mimic me feature from Traffic Policer and either using a microphone/audio effect, or edited his voice to sound like that when editing the vehicle.

Yes, that's Vocal Dispatch.  Vocal Dispatch lets you request backup, request coroner, etc with your voice.

but I'm Italian and tried to translate the default file but it does not work

Unfortunately, I don't think you'll be able to use it then.  Vocal Dispatch, to my immediate knowledge, was never meant for other languages.

it only exists in French and German but I contacted the creator and just edit the XML and INI file but it does not work then some even put the script file but the script file would be the default renamed ???

I'm actually not too sure.  I'd ask the script creator.
