LSPDFR Keyboard functions not working

I recently got a new computer and am trying to get LSPDFR going on it like I did before my old computer stopped working...  I have GTAV installed and running smooth.  The only other things I have on there now is Open IV, Script Hook, Script Hook V Dot Net, Simple Trainer, LSPDFR, and the latest Ragehook.  When I "go on duty" I'm able to pick uniform and vehicle and do controls from my controller yet almost everything on the keyboard is not working. For example Turning lights/sirens on/off (J), responding to calls (Y), etc... I can request backup though. I also cannot get the RPH command bar to come up when hitting F4.  Can anyone help me fix this issue? I would really appreciate the help so I can start to add different add-ons.

My goal is to get the game to be like StevetheGamer! "Y'all didn't see that" 

I already selected "Disable DirectX Hook" in RPH Advanced Settings and it did not fix the issue.
