The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It's not a problem, per say, it's part of using mods.  Aside from GTA, you have these other programs running within GTA.  You can try and remove some excess plugins, but ultimately, losing FPS is part of trying to play modded.
