The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

hey guys i downgraded my gta 5 virson to 11.03 and i need rage plugin hook for that verison is there any other way that i can get rph for 1103 from another website because i know rph will not let u download the verison for that if anyone knows any alternates please let me know thanks  from nypd1999

Unfortunately there is not, and I wouldn't advise ever downloading previous versions provided by random people, as you never know what they've done to it.  Your best bet is just to update and keep everything up to date.

 

I'm going to go ahead and close this since redistributing Rage isn't allowed.
