Every time I load Rage plugin hook and the LSPDFR plugin it seems that LSPDFR crashes and it doesn't  load. Tried loading without any plugins but that doesn't work.

You load Rage and have no plugins load at start...what exactly happens?

When I load it with pluigns lspdfr crashes and does not load. When loaded without plugins it doesn't load at all.

This indicates that you might've not installed everything correctly.  Please follow these tutorials.

I already know how to install it, I just updated it as I hadn't played in awhile and sill followed instructions. I even used Albo's troubleshooter and said there was no errors.

I even tried reinstalling rage.

Did you update the update.rpf in the mods folder?

First, in OpenIV, go into mods-->update and click edit mode.  Do you get prompted to update?  If not, then yes, copy the vanilla update.rpf into the mods update.rpf.
