Most of the cars they use are from Captain14's ELS styled (not ELS) pack.  Any other vehicles they use, to my knowledge aren't listed anywhere.  Your best bet is to head over to the DOJ forums and see if it's listed anywhere.

The DOJ vehicles are loaded on DOJs FiveM server. To my knowledge aren't released to the general public.

Correct, however I am pretty sure the vehicles themselves are, just not the textures.

I'm not sure about the LSPD textures, but the blue Sheriff textures are.
