The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That's the log 

I have updated the update folder in the mods folder

I also have downloaded and placed the gameconfig file

While rage is loading story mode all of the plugins I'm loading crash and then it just freezes

Open Rage's settings and look for the option "Enable counter measures against online vehicles".  Make sure this option is not enabled.
