The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Its Working pretty good now except for a few lights that either don't go on or stay one color. but i think those are just things with the models. The ELS menus still don't pop up but i think that its something with my version of els.

    With the CHP pack you linked, TheHurk has set it up in a unique way.  I'd try and reinstall ELS if it's still not working for you.
