You're going to need to be a bit more descriptive as to your problem.  What exactly isn't working?

Hey sorry I have been busy, But I cant get the Tow truck or Coroner option on the smart radio. I have uninstall and reinstall several times but still cant get it. When it loads it say it works best with latest Arrest mgr, but when I install the latest version it either wont load or Lspdfr crash.

Have you updated the Albo1125.common file?

what do I need to do or name a towtruck to replace the one that comes when I call it.?

You need to replace the tow truck model.  I'm unsure if you can choose which tow truck shows up, you'd have to check the config.

I down loaded a car that's els but I don't see a folder that say els to put in my own els folder so what do I put in els folder?

The vehicle files (.yft, .ytd, and  _hi.yft) go to mods / update / x64 /  dlcpacks / most recent patchday / dlc / x64 / levels / gta5 / vehicles.rpf.

 

The ELS VCF file goes into GTA main directory-->ELS-->pack_default.

 

For step #1, do it via OpenIV.  For step #2, do it via the normal drag and drop.
