The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Most of the time that's usually caused by your monitor resolution in game is not set to the correct resolution for your game.  For example mine is 1600x900.  You can see what your monitor resolution is currently set at in your computer settings.

Yes, you should be able to.  You haven't really clarified on what the problem is, though.  You mention something about fullscreen, then immediately go to LSPDFR.  What is the issue you're having?
