The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Just to confirm, you're asking if you can have different siren tones for different emergency services, such as having the screaming Q for firetruck and the normal whelen siren for police?  Unfortunately this isn't possible.  I'd imagine eventually down the road ELS will allow for different sirens depending on the vehicle, but at this point, the siren for police is the siren for all emergency vehicles.
