Go through all your patchdays and x64e.  Delete every instance of ambulance.yft, ambulance.ytd, ambulance+hi.ytd, and ambulance_hi.yft except for the one in patchday15.

I'm sorry to interrupt, but there's one great mod made by Albo1125 that called "Modding DLC Pack V". It adds new dlcpack that will be always loaded after all patchdays, so if you put your vehicles' data (models, textures, configs) in there they will always load instead of default ones.

And another benefit of this mod is that you can easily remove any models without damaging game files.

That won't solve the ultimate problem he is facing now, though.  His vehicles should be showing up, but aren't.  Granted, maybe his mods folder is broke, but Albo's modding DLC would just be a band aid.
