The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So basically, I bought gta v for steam (already had it for ps4) and whenever I try to run rage it says the version isn't supported and I have no way of downgrading so I can use LSPDFR ;/

Did you install the Rage that came bundled with LSPDFR?  If yes, the bundled Rage is very outdated.  You can download the latest version of Rage here - https://ragepluginhook.net/Downloads.aspx
