The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yes you can.  The replacement files need to be named policet.yft, policet.ytd, policet_hi.yft, and policet+hi.ytd.  Note that not all vehicles come with a +hi.ytd, so if you don't have one with a replacement vehicle, don't worry.   You can replace the van with an SUV or car, but you'll need to change the vehicles.meta as well as the carvariations.  By default, POLICET has the meta of a van, and in carvariations, the lightsetting is set for rotator lights,
