Open Rage's console via F4 and type "LoadPlugin LSPD First Response.dll".  You can also start typing LSPD and you'll be able to press tab to auto fill it out.  Then you can go to the station or type forceduty in Rage's console.

I downloaded it, then opened and extracted the files into my GTA V one

Those two files specifically, where did you place them?  They should be in your Plugins folder.

Then it should detect the plugin.  Start Rage.   When the Rage splash screen comes up, click the gear icon in the lower left.  Once you're in Rage's settings, you can choose which plugin to have load on start.  Select LSPDFR.

Ah, you installed the Rage that was bundled with LSPDFR.  The Rage version bundled in the LSPDFR download is severely outdated.  Please download the latest version of Rage from here - http://ragepluginhook.net/Downloads.aspx
