A lot of times when i try to stop a pedestrian using Hold E, it does not work, the blue thing in the bottom right doesnt even show. Like a lot of times.  How do i fix this?

Unfortunately, this tends to stop working, or only partially work.  The only alternative is to pull out your gun, aim it at them and hold E.

I have another proble i hope you can fix for me!! 

 

The Police lights and LED go so bright and aggressive, like when i turn on the lights the whole road or street and buildings  light up like crazy.   Especially at night time.Which causes huge FPS drops.  Please tell me how to fix that??

And the tail lights too are too bright.

The lights shinning across the environment might something in the ELS VCF that can't be changed, I'm not sure. You can try decreasing the brightness, but no guarantee it'll work.  To decrease light brightness, go into the visual settings and look for car.defaultlight.emissive.on. There is a day and night option. Decrease the values a bit. That should help.
