I am new to SLPDFR and I did all the downloads I think I need. I start the game but it continues to start me out at the mission 2 to steal the two cars no matter what I do. What  am I missing here.

First of all, welcome to LSPDFR!

 

I guess you didn't play through the first mission in GTA V. I recommend you to play the first mission and save your game after the mission is done. You also can get a savegame in which the storyline of GTA V is already finished from GTA5-Mods.com 

 

When you are not on a mission you can go to any PD Station in San Andreas and go on duty or simply type ''forceduty'' without the quotes into the console of ragepluginghook. You can open the console by pressing F4
