I recently installed LSPDFR and some plugins.

 

When I go on duty, and it starts to load plugins, the game freezes but I can hit escape and the plugins are generating callouts and everything but the game is frozen in every other sense.

Unfortunately, your log doesn't mention anything about this.  For LSPDFR freezing when going on duty, double check your anti virus and see if there's any updates for it. If there are, update it.

I only have Windows Defender and it looks like it's up to date and fine. Not sure what is causing this.

Try launching RagePluginHook as admin and see if that helps.   If that fails, try restarting Steam as admin. This way, when you launch Rage as admin, it'll be as high of elevated privileges as possible.

Running as admin seemed to fix the freezing issue, but of course, another issue rises.

 

None of the plugins seem to be working, even basic LSPDFR commands like traffic stops, the action/radio menu, etc. but it's saying that LSPDFR was loaded.

The only remotely possible issue is with BetterEMS, but I'm not entirely sure if that would cause this issue.  Again, your log doesn't provide anything.  Please try temporarily removing BetterEMS.

Removed BetterEMS and ran as admin and it's back to freezing upon going on-duty.

Open up RagePluginHook's settings, and under plugin timeout threshold, set to 5000.

It is still freezing. I'm also getting the message

 

" A textbox is currently being shown in the center of the screen. If you can't see it, RPH had an issue with initializing Direct X and your RPH console won't work either."

Go to the RagePluginHook Settings ---> Game settings ---> Command line switches check  "Force DirectX11" then save and launch.  If that doesn't solve it, you might be missing DirectX.

Still freezing upon going on-duty.

 

Not sure what it could be. I don't know if maybe some of my plugins are outdated and won't work with my version of rage or something similar to that nature.

You might be missing DirectX.  Please run this troubleshooter and let me know if it comes back with anything. 

 

 

If it comes back with nothing, double check this list of requirements and make sure you have everything - https://ragepluginhook.net/Requirements.aspx

 

Finally, check your GTA V folder. Do you have a _commonredist folder?

Troubleshooter found no errors, I double checked the list. I downloaded all 3 of the microsoft things in the requirements and the installer says I already have it installed on my computer.

 

I do have a _commonredist folder, however it is named _CommonRedist. Would that make any difference?

Nah, mine is capitalized as well.  Temporarily remove all of your LSPDFR plugins, please.  Then load in via Rage and see if it still freezes when going on duty.

I figured that may be what was causing issues, and it was. Now the painful process of finding which plugin(s) caused the issue.

It might not necessarily be a plugin issue.  I used to have this problem big time on my old rig, and sometimes I still do where I go on duty, but LSPDFR crashes because it took too long to load.  The issue is LSPDFR is trying to load too much at once, and ultimately crashes to prevent infinite loading.  The one alternative is opening Rage's settings and changing plugin threshold timeout timer to 5000.
