I downloaded some cars and ever since, the sirens and lights don't work. Even the original Cars that I never swapped out of the game. When I use the honk button, only the horn goes off. I even tried resetting all the controls to default but nothing works. Help please.

Sounds like you're using ELS.  If so, use J to turn on the lights.  After hitting J three times when all the lights are on, press either G or 1-4 and you should have your siren.

By "honk button" do you mean E? But doing what Rourke said should work.
