im wondering if anyone can help me with this. I can never use the ped stop. sometimes i can use it once. but after that it wont work. it doesn't matter how hard i use my controller button or e key im forced to draw my weapon and make an arrest is there a way this can be fixed perhaps i changed something i didnt know ?

Unfortunately, this is an issue for everyone and there's nothing we can do to fix it.  The only option is to draw your weapon and hold e/right d pad when aiming at them.
