Im sure theres been 1 billion similar topics but I have an issue. My lightbars on some cars are very dim and dont really flash, but some of the other lights on the car flash as should. I have my graphics changed such as post, shader, and particle, those are all extra high. IM NOT USING ELS. Call me crazy but it just seems too complicated. Any help? Would changing to ELS fix this problem?

Make sure shadows are also on high.

That hasn't changed anything. To be more specific, the lightbar isn't getting the blob effect like the rest of the lights on the car. The cars that it mainly happens on is police and police 3. Both are thehurks cars I think.

I would temporarily replace his models just to see if the issue is with the cars.  I forgot to answer your other question - no, changing to ELS would solve light density.

Ok so I tried another car. Works as it should. Sadly cant use the explorer but oh well, id rather have good lighting
