I have a problem with lspdfr. When I am inside the game, I approach the police station but I do not have the option to enter the service. This has never happened to me

Go to the RagePluginHook Settings ---> Game settings ---> Command line switches check "Force Windowed mode" and "Force DirectX11" then save and launch.  You can change back to full screen once in game.

When in game, pause the game and go to your options.  Make sure postfx, shaders, and shadows are all on high.

Oh! That would be mimic me from Traffic Policer.  You can also just stay behind them and direct them to where you want.
