So lately I have not been able to pull people over in the game. I hit shift and the things pops up where it says "You can order this blipped vehicle to pull over by activating your lights behind it" so then I turn on my lights and siren and I attempt to pull them over but when I turn on the lights and siren they just drive away off the road and into a tree or wall and then I can pull them over because they have to where else to go because my car is parked behind them and the wall is in front of them so then I do a normal stop. What I would like to do is make the PED's pull over like a normal person on the side of the road and not drive away and crash their car...Any suggestions?

In your main GTA V directory open the ELS INI and find this line: ElsTrafCTRL.  Disable this option.
