I just found how to use the megaphone voices of each cop character! I am not joking. All you need to do is to select a cop,then when you are on duty reload all plugins with Rage Plugin Hook. This will save the character as default and the game will load some secret proprieties of him. Then go on duty again and select the same model of cop. Now you will have acces to his megaphone! While pursuing a vehicle except a police one press Shift while behind the suspect and you will hear his original voice!

The megaphone is only active during pursuits and while in a vehicle.  If you try and use it any other time it won't work.  During pursuits you can press shift, which will activate it.
