The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If you can launch GTA V via the GTA5.exe and load into the game just fine, it means you either are missing a requirement, such as DirectX.  Please check out this list - http://ragepluginhook.net/Requirements.aspx

 

Just to be on the safe side as well, please watch this tutorial on installing Rage and LSPDFR.
