The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Double check you don't have anything enabled that shouldn't be.

Open F4's console, type "unloadplugin LSPD First Response".  Not sure if that will work, though.
