Make sure you have Traffic Policer installed.

 

 

And also that if you downloaded any mods with the "GTA5.exe.config" file in the main GTA 5 directory... you can just delete that. Turns out it was conflicting with Police SmartRadio (and wouldn't let Arrest Manager, Traffic Policier, Peter-U-Callouts, etc. to load properly). But the mod that came with it (CruiseControl for me) still works without it.

I have traffic policer installed already. Not sure why it don't show tow truck and coroner

Smart Radio also requires BetterEMS.

Are you positive you installed Police Smart Radio correctly?  I'd uninstall and do a fresh install of it.

I got it now I just had to uninstall lspdfr rage everything and installed again so now it works perfectly

That's a base LSPDFR feature.  When you aim a gun at them and hold E or right dpad, you can make them surrender.

Install RadianceV -
